You're right on with the year and make. Its a fuel filter (sediment bowl) and lower firewall for a 1928/29 Model A Ford. The part that looks like a tap handle on the sediment bowl is actually a drain valve. Picture 2 is the part that the main wiring harness come through the firewall and it has a cover that fastens to it to "seal" the wiring harness.
