Here's "SUPER DUPER" Charlie Cooper the D/J  & me & he is originally from Parry Sound Ont. The Police got my friends Olds. & tagged it as an "abandoned vehicle" & had 2 days to remove it from the Blvd. Rusty is retired from Charleston Police & the "uniforms" got him with a "prank"

Here's some info I gained when down there, Antique plates are $25 & good for 5yrs. If you run YOM plates [yr. of manufacture] you take the plate [1]to the DMV office & have them say yes or no after checking number. Rusty's plate on the Olds wasn't "mint" by any means & I would say wouln't pass inspection here but was A-OK there. They give you the sticker "BUT" you don't have to attach it to the plate,just keep it in the G/box & show it if you get stopped by police!! Now the 'bad" part of W.V tax system. They pay a annual "luxury tax" on their vehicles, trailers, etc yrly.Rusty said the Olds costs him about $600 a yr. Even his canoe is taxed at $25 yrly. This has started a "flood" of people in the state registrating their vehicles in other states, & last yr. the car show committee got "stung" on the long distance award as the owner claimed to be from Calif. but actually lived in W.V!! This yr. they asked for proof of address & NOT a Title for the car!!! So I guess if you look at our tax situation it may not seem so bad??? Also NO FRONT PLATE [or TAG] there, had many people look at frt. plate on mine then walk to the back to see if it was "TRUE" "All the way from CANADA" EH!!!!
