NEW E test rules tomorrow

Was told by a reliable source that e test rules are changing tomorrow on e tests. Seems too many cars are failing so they are now allowing you to run them through the 2 speed idle test to get a pass. I know firsthand having a car that has failed twice.

If you have a vehicle that you can't pass, get it in starting tomorrow to try again, the window may open and then close again. I have my appointment for 10:30.

Maybe one of the guys on here that does the tests can elaborate?

It is a temporary measure for vehicles that don't meet the readiness monitors criteria.

Yesterday we took a 2002 3500 GMC with a 6.0l with factory cats and dual 3" exhaust, with all kinds of EFI Live tuning done to it - ie removing the egr from the pcm tables, , torque management removed, deleted the rearward two Hego's from the pcm tables, changed the timing and fuel ratios, etc, and having it set up for a power program, and a lean cruise program which runs when the towhaul button is pushed.

We know the garage owner and he said the info on the door sticker was illegable so he had to do the two speed idle test.

It passed the two speed idle test with flying colors - so proof positive that performance and Etest can work hand in hand if the idiots in power would allow it

Drive Clean Makes Temporary Changes
to Help Car Owners and Sellers

Drive Clean began using a new on-board diagnostic test on most light-duty vehicles on January 1, 2013.

While the vast majority of vehicles are successfully completing the new test, some are having problems getting ready for the test even after going through a drive cycle.

We don’t want to delay owners from getting their licence plate stickers while we work to resolve readiness issues.

As a result, we’ve developed interim measures to get you driving again.

A readiness conditional pass may be issued for registration renewal after two not ready tests.

To qualify, you must meet all of the following:

24 hours or more have passed between each test
vehicle has been driven at least 30 kilometres between the tests
battery has not been disconnected and the OBD codes have not been cleared in the last 30 km of driving
number of “not ready” monitors has not increased.

We have also set up a solution for people who want to sell their vehicles. If they meet the requirements for a readiness conditional pass, and the vehicle passes a tailpipe test, the car will be certified for sale.

Not all Drive Clean facilities offer the tailpipe test. If you are selling a vehicle, have met the readiness conditional pass requirements and now need to locate a tailpipe test facility, go to find a test facility and follow the instructions.

Gee, it was so kind for the Government to make these changes to "help car owners and sellers" !!
Here's what they are really thinking --> " We don't give a crap if that car is clean or not !! If it doesn't pass, we won't get revenue from the plate stickers, or if that car does not sell, we wont get the sales tax from it"

We had a customer who came in to work on Thursday and had his test done at about 1:30. His monitors weren't ready. He drove about 80km and came back the next day. We did the test at 11:55. The monitors were still not ready. Could he do the 2 speed idle test? No. He should have waited at least 24 hours for the retest. He now has to come back after another 24 hours, do the test and if the monitors aren't ready, do the 2 speed idle test. Crazy.
Oh, don't forget if you want the 2 speed idle test it's another $35 on top of the $17.50 retest fee! Keep in mind that if you just want to renew your plates, you can get a conditional pass test done for free right after your retest. The 2 speed idle is only for those who wish to resell their car.
Clear as mud, right?

 It is clear as mud !! If there's another election, I'm voting for the party that gets rid of this $hit !! I'm sick and tired of being held at ransom for something that helps absolutely nothing !!

I think the whole thing just blew up in ther faces.I was reading where they have the car dealers pissed because of delays getting customers cars tested because of the cycle thing and some aren't passing at all.The consertives are sensing an issue they can fight the liberals with according to the paper .The ironic thing is that it was the consertives that made the driveclean thing law.How soon they forget. Ed

Drive Clean increasingly ineffective and unfair, says Pettapiece


(Perth-Wellington) – Ontario’s Drive Clean program is increasingly ineffective, says Perth-Wellington MPP
Randy Pettapiece. It is also unfair, he says, because it mandates the emissions test for the people of Perth-
Wellington, but not for residents in several neighbouring counties.

“Drive Clean has become too costly for too many people,” he said. “I’m also concerned it is becoming less
and less effective.”

Drive Clean is Ontario’s mandatory vehicle emissions inspection and maintenance program, which now
requires owners of vehicles that are at least seven years old to get emission tests.

Jim McCarter, Ontario’s Auditor General, released his 2012 Report this week. That report examined the
cost and effectiveness of the Drive Clean program, along with other areas involving waste and
mismanagement in the provincial government.

Since the inception of the Drive Clean program, more than 75 percent of the reduction in vehicle emissions
has been due to factors other than the program, according to the Ministry of the Environment’s own
figures.1 The Auditor also found that some of vehicles leaving the Drive Clean program with only partial
repairs are actually worse off than they were prior to entering the program.2

“Taxpayers shouldn’t be forced to fork over $30 million a year on a program that isn’t working anymore,”
said Pettapiece.

This is not the first time that Pettapiece has spoken out on the Drive Clean Program. In April, he wrote to
the Minister of the Environment to highlight the concerns of the County of Perth and the extensive research
that County staff had conducted.

“We need to know the specific costs of the program to taxpayers in the County in relation to the overall
benefits derived, and we need to know why neighbouring municipalities are not subject to the program,”
Pettapiece wrote to the Minister in April.

Pettapiece also wrote: “Many of my constituents, understandably, have contacted my office wanting to
know why they should be subject to the expense of Drive Clean testing, while their neighbours, living just a
short distance across a county line, are not.”

It’s unfortunate, Pettapiece believes, that the County had to wait for the Auditor General to take a hard look
at the program when the Liberal government refused to do so. Pettapiece also renewed his call for the
Liberals to recall the legislature so that MPPs could debate the issues of the day.

Oldest son who lives in Oshawa takes his 2005 Toyota Echo for an e-test today, car has 85k and just flew through the last time under the old testing process. He drove the car for an hour before to make sure it was hot and sensors would be ready. His appointment was for 3PM so he arrived about 5 minutes before knowing he wants the car hot for the test. Since he's selling the car, also needed a safety so they do this first (first sign of the skake down coming), hose him for pads and rotors even though there's still 1/8" of material above the wear sensor( rotors $80, pads $90). Finish the brake scam, start the car which is now cold to do the e-test, don't let it warm up, just pull it into the next bay, hook it up and fails because the sensors where not ready-DUH. So he has another appointment tomorrow, 24 hrs later and he's driven the car 50k since the first test. They told him if it fails again they will then run the 2 speed idle test. Even those he's mad as hell and knows he's been taken, told him the to be pleasant when he is there or they'll screw him over more. He will lodge his complaint with the local MPP, Drive clean and probably the MTO over the brake scam, he kept the pads/rotors. If you want the name of the place, send a PM.

i spoke to rob milligan, our mpp for my area, he was at tafts auto wreckers on saturday.  this guy is ok by me, hes down to earth and hangs at a scrap yard on saturday morning.  i of course vented on him about what a disaster our province has become under the fiberals.  the conservatives will eliminate the drive clean if they get elected and rob even said he would talk to his boss hudak about the pounding local people get from the mto/moe.  i dont know how far it will go but to be honest in the years rinaldi was my mpp i never ever saw him in public once in my life.

I;ll believe the PC's will "can" the D/Clean when they announce it!! Sorry but it's such a cash Cow!! the Gov will not give it up, especially if the Pc's get in & will say "IT"S WORSE THAN WE THOUGHT!! Blah Blah blah!!! we need the revenue crap!!!They all make BIG promises but then clam up as soon as their A$$'S are in power!!!

thats the catch though, they claim drive clean is about the enviroment, big lie and not money, bigger lie.  the pcs have numerous times railed against it as a cash grab amd i do agree once political parties are safely elected and in power they tend to forget things, like all the promises they make.  as i recall dalton lied to us more than any premier that ever ruled

 I can't BELIEVE he got voted back in as many times as he did!!  Doesn't say much for Ont. voters?? And I wouldn't be surprized & "Dalton in a Dress" didn't get voted back in when the time comes!!!!  "Crap" just flows off their backs no matter how big the "DUMP"

Gun Registration Cost 1 Billion to the Tax Payer
Cancelled Hydro Plants Cost 200 Million (and climbing) to the Tax Payer

The Gov't is pretty easy and free with OUR money.
