Must have heated air delivered to the windshield.My car has no heater who says a plug in 12 volt hair drier can't do the job?

I was looking at a car advertised on Kijiji  

 The car is licenced, and has been last 10 years..  

looks like it might have been a race car in the past  

The car has no heater or defroster in the car  (nothing)

 

Will that be a issue??

Don't think it will pass a safety without an operating heater/defroster?

Windshield washers must also work.

Did it come with one? If so, yes it will need one. You can change your heater assembly but if I remember correctly the wording is that it must work as originally intended. So plug in 12V usually won't cut it.

It will depend a lot on the year, never had a mechanic check for a heater/defroster, in fact don't even think it's on the list of items to be checked during a safety.

 Are you sure ? I bought a 67 Dart GT convertible which was originally from Hawaii, and it had heater delete from the factory. If I recall, I had to have defrost for the car to pass certification. Although I could never prove it, I'm almost certain this was the car that was used in the Elvis movie "Easy Come, Easy Go".

 I sold my Sunbird Convertible with the 350 converted to rwd    

always wondered how the fellow in Colburg got it safetied

(2) The windshield washer system, if fitted, and the windshield wiper system shall be inspected and tested and,
(a) the windshield washer system shall function;
(b) each wiper arm and blade assembly shall sweep the area intended by the vehicle manufacturer; and
(c) no part of the windshield wiper system shall be missing, badly worn or deteriorated so as to impair its effectiveness.
(3) The heating and defrosting system shall be inspected and tested and,
(a) the heating system shall function as intended;
(b) the visible portions of the hoses and piping for the interior heaters routed within the occupant compartment shall not be abraded, cracked or leaking; and
(c) the defrosting system shall deliver heated air to the windshield and, where fitted, to the side windows to the left and right of the driver’s seat.

The defrost function must operate as originally intended with heat to clear the wiper path. So for a '71 Nova it must operate as intended but it does not state that it must be original to the car or have any other functions(floor heat or ventilation). With that said you could use a small heater box inside with just tubes to the defrost outlets much like in a tractor. Factory heater delete will not pass a safety but only for a few lightweight cars of the sixties there would not have been such an option since the 20's. What else would have a heater delete?

 Key word "As Intended" !! I'm no lawyer, but if the OEM didn't have a heater, then if it's not there it's working as intended.

I have to add that even though my car had heater delete, it still had a heater box and heater core, but no manual controls.

my arizona cab for my rat truck is a heater delete truck, no heater needed in arizona.  there was punch outs for the heater and i have installed one.

 thats neat, heater core and box but no way to control it

Easy fix just install one problem solved. Or don't by the car. I have owned a few cars without one and it is not nice if you get caught in the rain. Off comes the tee shirt to wipe the windshield. And that my freind is not a pretty sight...lol

When you take your Class A lic. thats one of the checks on your pre trip, if defroster doesn't work you park the truck untill it's fixed [so they say] but you'd likely get sent home & told not to come back the next day!!! Miss the defroster on your pre trip at the lic testing place & automatic FAIL!!!!! On the 52 I had the defroster blowing, but no heater, thats all the mechanic wanted to see that the def. blew air onto w/shield?? Passed!!!
