i maintain alot of hydraulics where i work, when you say stalls out, you mean the motor/pump stops turning or the motor is running but the lift diminishes? btw hemi thats not quite correct, that pump resembles the units that lift my dock plates at the factory, there will be a ball and a spring inside that valve body, the solenoid is the release valve that allows the cylinder to drop, its not normally energized when the pump is running. the pressure forces the fluid past the ball and its actually a check valve so when the pressure stops the ball and spring blocks fluid flow. if the pump runs but doesnt lift, that could mean the solenoid has something caught in it and its not sealing. or the bypass, if it has one is partially stuck open, this is to prevent the pump from stalling or to limit the lift capacity of the lift. that leads to the next answer, if the pump simply stops, the brushes in the motor could be bad or the bypass valve is stuck closed.
I had the same issue with my lift, and it was because the wire going to the solenoid broke, causing the pump to stall and trip my breaker. Fixed the wire and all was well. My solenoid is normally closed, and energizes with the motor for lift, and energizes without the motor to retract. It is not a ball with a spring, but a shuttle valve like you would find in a transmission valve body which is why it needs power to let the fluid get by.
BTW; what do the brushes look like in the motor pictured above??

I was given an older mobile Vulcan scissor lift years ago. Its handy as hell for raising a car 36" or so. The problem is that it stalls the pump/motor once it realizes the whole weight of the car. I used it extensively when I did my Chevelle, but it had no drive train in it while I was doing the body. Now with a drive train it stalls out.
I'm looking for a pump repair guy or shop in the Hamilton to London and maybe even down the Niagara peninsula area that can sort this out.
Like I said, its handy as hell...easier than jacking the car up one end at a time.

Not sure what the Vulcan hydraulic motor looks like, but if it has an electric solenoid valve, make sure it is getting power when the motor is activated. This solenoid valve allows oil to get to the cylinder(s) and is a normally-closed valve. If this valve is not activated, it will block the oil and deadhead the pump.

I have heard May-Gray Hydraulics Inc. does a lot of different repairs, there address and number is 474107 Dodge Line Sweaburg, ON N5C 3J8, Canada
1-519-424-9936, all you can do is give them a try, hope this helps you out.
My guess is the motor is tired and cannot overcome the pump pressure, much like a starter that turns on the bench but cannot roll an engine over. If there is a pressure rating I would get a gauge and put it on the end of the hose and see what the pump puts out before it stalls.
What do you mean by stalls - motor kicks out- stops moving ? - if the motor kicks out - but runs up and down with no load-1 the relief is set to high 2 your trying to raise more then its capable - if it just stops moving it could be a number of things -short list pump , relief , dump valve ,cylinder. I got 3 enerpacks and a blackhawk kicking around that will do the job but my guess is your exceeding the rating on the lift. send me a pm I wouldn't say I'm an expert but have been in the business for 35 years

Good point hemi . the wire in the picture looks fairly small. even without a broken circuit an extension cord or plugged into a smaller breaker would be enough to trip it
Its made by Vulcan Equipment Canada, Model #P4, serial # 154.
The Motor is a Baldor 35-3231-72, 1/2 hp, 8.6A.
The pump is an MTE (Mechanical Tool and Engineering, Rockford Ill.), Model #?202T699 (first character is worn off), serial #A27850.
It looks like there WAS some sort of relief valve on the pump but someone has had at it...looks pretty f'd up.

If you're ever out Newcastle way, I'd be more than happy to look at it. There's not too much out there that can't be fixed, especially industrial equipment.

The pump and motor just struggle then stop. Nothing trips out.

Try the valve !!
On the picture it looks like it's bolted on, so remove it totally and try running the pump again. You may shoot oil out but at least you'll know if it's in fact the valve blocking everything or the pump/motor giving problems. It's a process of elimination.
