Its possible, Had a place do a rear 02 sensor delete on a BMW racecar ecu with for our deleted cat, but that was mostly as a matter of not throwing codes or having a limp-home situation. Never thought it to be a way around the emissions.
So the new scans are OBDII "readiness" scans half decent write up is down here. The readiness scans are more than just a pass/fail,
so if you clear your CEL or codes and drive right up, the ECU wouldn't have had time to flag various systems as emissions ready and they fail.
Played with this on my VW once just because I noticed it fail readiness after doing a code reset. That said, if you some how delete the
for example the evaporative emissions part from the ECU, it probably also wouldn't be in the readiness check anymore.
I've played with a bit of coding (on bmws, you can select various feature sets on and off)
but not ecu programming to that extent, so i'm not 100%
