Has anyone reviewed the new Safety requirements that are scheduled to start on July 1st in Ontario?

Agree, and as a tech I won't have to sign off on cars with aftermarket mufflers and amateur frame/floor repairs.  Now its cut and dried OEM standards or it fails.

The biggest improvements I see is that frame/floor repairs have to meet OEM standards so this will keep the rot boxes that have been pieced together off the road.  Likewise repairs to rockers to maintain structural integrity.

The only area I see causing problems with some of our cars is that wheel spacers are no longer allowed. Most items on that list are common sense, and have been in effect for years. The list has just been updated to include newer technologies like air ride, ABS, etc..

I don't think it will stop the 'under the table" safeties that seem to be rampant on the "Rat Rod' sector???? Have seen some pretty scary stuff at shows this past season that were "plated" & would NO WAY pass a "legit" inspection & the majority have "Historic" plates which they seem not to enforce the misuse of these + Gov. is missing out on $$$$ in fines that they could "PI$$" away somewhere else!!!! I still think the Gov. will drop the other shoe & come out with yearly Insp. as other Provinces & States do, for more TAX dollars in the coffers!!! Plates & driver Lic. fees going up again on Jan. 1st. Bend over ROVER, this never stops!!! Rant over

I think the Rat Rods are a drop in the bucket compared to the daily beaters that seem to get passed. Out here in the County (country side) I see more Cobalts, Taurus', old Hondas, and other assorted 30 year old vehicles running around that should be in Minikers scrap yard.

Warren, they may not have had a recent Inspection??? can go the life of the vehicle if it never changes ownership, that's why I think they {Gov.} will clue in that they can get more tax on every work order written, for safety,& repairs, same as they hit us up on Emission tests, tax collected on everyone of those work orders !!!!

It is bullsh!t what gets me is they are being pushed by the car companies.

Everything is made of tin foil so your car is rotten in no time so spend thousands to fix a holes in rockers (which remember are made of 40 ga sheet metal) and the paint offers more structural integrity than the metal.
Between etests and safeties everyone will have to buy a new car every 2 years. MORE TAX MONEY !

There is crap that should not be on the road but some stuff is too far.

Back in the 80s at least if you were rounded up in the safety lanes you got a fix it ticket and had to report back showing the repairs were done. Now around here, they just round you up and tow and impound the car if the parking brake doesn't work. Car towed, impound charges, getting plate back all for a parking brake. If a person can't afford some of the so called safety requirements, how the hell can they get there car back . Not a lot of busses out here so getting to work could be a problem . So good for all you guys who can afford nice new super wonderful cars or you luckey ones with the tools and talent and the ones that have fully equipped garages think about what you probably drove when you were young or just starting a new job or family. I found out it costs $80 to install a battery at CTC in Cobourg and they screwed that up on my daughters car. How are young people supposed to afford those kind of charges. We all want safety for our families but lets at least be realistic about it . I agree about gov and ins trying there best to force us into new cars. Remember when you could pickup bargins in the back row of most car dealers in whatever town you lived in , well try to find the back row these days. With all the new rules and regs there isn't one anymore . Just one more part of growing up our grandkids will mis out on . Now its straight into debt for a new one which is exactly where business and the gov wants them , easier to control that way. Ed

 Times change, and people will have to change with the times. If your mind set is still stuck in the Hippy days of the 70's, then you are doomed to fail. Instead of paying some Guy $80 to install a battery, why not learn how to do it yourself? Most of us that can afford nice new wonderful cars have worked hard all our lives so that we could afford these luxuries. Tools are cheap, and people are not born with talent. Talent is learned with discipline and perseverance.

I think maybe lots are stuck in the past . No shop clases at school. No driveway in the apt or garage or working on cars in the parking lot. Working 3 minimum wage jobs and rasing a family doesn't leave a lot of time for them to work on stuff. GM isn't hireing and neither is hydro. The manufactureing jobs we grew up with aren't there anymore at least not here anymore . If you are going to mention working for your stuff maybe we should compare all the things involved, times have changed in lots of ways. The cars we grew up fixing were simple to work on , not so anymore think that's an accident? There aren't any service stations left where they could work and gain some knolage and experience. Licence fees and loss of apprenticeship opportunities are another hurdle to learning. You would be luckey to find the battery in some of the new cars. As for tools being cheap that is relative to finances isn't it . We go second hand and rental as I am sure lots here do as well, but not many really good used ones out there anymore for analizing new stuff, as by the time they appear they are outdated. Electronics have changed as well no more easily repaired componants now you replace a whole board, if they are available ,and you can waite till they are back in stock, in a few weeks. Hard to compare what we lived and what our kids and grand kids are living . Its nice to be able to afford nice things but some have to put up with crap an I don't think its fair to take even that away from them. As another thought I wonder how many of the colisions on our roads are caused by actual mechanical failure as apposed to driver error, including, speeding, drinking, texting and the ever famous, road condition, excuse for bad driving. They don't seam interested in getting bad drivers off the road when its easier to go after the cars. Ed

Great post Ed. Agree 100%. I know my kids are in a tough spot, daughter lives in Alberta and son in London. Dad cant be there now to help. Simpler times we grew up in.

I quit taking my 2010 Burban to the dealership this past summer, "Can't afford the outrageous" door rate since they made it go from small town dealer to the "TASGE MAHAL" of big city dealers. They wanted over $ 1500 to do the rear brakes on the Suburban, Went to NAPA got the parts, put it in my garage out back, less than 2 hrs, & $400 in parts [ rotors, pads, parking brake shoes, etc] and it was done!!!Now I'm no "hot shot" mechanic but did it way under the quote of "flat rate" time,& I'm sure they would have too, but still charged the "flat rate time!! When something isn't safe I fix it right away, & if I can't do it, in the repair shop,[ but not the GM dealer anymore] it goes, whether it's my "Burb' or one of the "oldies" !!! I will not drive a vehicle that is not in a safe condition!!! Too much "crap" still being driven on the roads, & every holiday wknd. the BLITZ is on to get them off the road & you see the owners "wailing" about it isn't fair, just because there's no floor in the vehicle & brake pedal is on the floor, it's still OK to drive it !!!!! Just wonder how long Ms Wynne will wait before joining the other Provinces that have Insp.& dip her "paw" in the gravy train. If it weren't for the money grab, I'd be all for it, if it gets the JUNK off the road !!!!

How much time do you  think the average shop is going to invest into finding out the stock ride hight of say a 54 or 55  f100. Unless you have done something incredible whacked and unsafe no one is going to care.

Saw on the TV that the new safety check is going up in price due to all the documentation they have to do, + any seepage that forms a "drop" is a failure, any warning light on dash, failure !! & the list goes on. More cost on work order = more tax in Fiberals pocket, higher price on used cars that will "pass" = more tax !!!! This is going to kill the used car trade & us too as most of the collectable cars we have a "seep"some where so good luck trying to sell or buy after July 1st privately + your trade in at a dealer is going to be virtually NOTHING!!! Tell me what this does to stop the vehicles that are still being driven on our roads that are not up to snuff & not being sold??? NOTHING!!!!

I can tell you one thing for sure. As a licensed mechanic myself, NO SHOP on the planet will be able to do a safety this detailed at an affordable price. I wonder if the government has a price ceiling set on this? If so there will be a lot of shops refusing to do these unless they get paid 3 or 4 hours labour. If they miss something they/we/me are liable.

 Thats exactly the  reaction the horse wants an excuse to open government shops and use non licences labour. I really shouldn't say government they will farm it out to their family and friends and call it independent . Don't worry though they will have  special training to screw the public , accredited by the collage of trades.

I knew nothing was mentioned about ride height in the new rules, but wanted to hear where Pete was getting his wrong information from.
Everyone is getting their panties in a knot over these new rules, but really all it is is an update because vehicles have changed so much over the past 40 years.We managed before, we'll have to manage again. This is just another tax grab to offset the lost revenue when the drive clean program finishes in a few years.

Don't think the Emmission test will go away as it's another cash cow for taxes!!! I think the main "BEEF" is the oil or coolant "drop" forming under vehicle?? ridiculous as 90% of vehicles seep some fluids!!!!!!!!!!!!!!!!

 Maybe we should just be sure to take the vehicles in for a heavy rust proofing oil spray prior to the safety cert....

I just heard that their are a couple of shops in my area that are going to return the documents & their inspection License back to the Provincial Gov. as they want "NOTHING" to do with performing these safety Inspections!!! Cost to do them will be "HUGE" in labour, & they said they don't need the hassle of customers screaming at the high dollar invoice & estimate & most will fail the test!!!! So Slim might just be right on his comment???

Good friend of mine owns his own shop. They mainly repair/maintain/build muscle cars, hotrods and reg cars aswell.

We had a good chin wag of the new policy. He has and already will turn away safeties. Pro Streets, automatic fail. Lifted trucks, fail. Shaved door handles-fail.

He said the time will take to do a safety will be by the hour. No flat rate.  They have to measure break pad wear,drums, rotors etc.

It is going to reak havoc. He said most sales will now be for sale as is.

Hey guys,

Anyone who wants further clarifications to the new safety guidelines should call the MTO under the Carrier Safety & Enforcement Branch - 416 246-7166 or at 1800 387-7736.

These guidelines have a certain level of open interpretation. If it doesn't clearly state something is a fail, then it is up to the mechanic's discretion. vehicles with adjusted ride heights, i.e. lifted trucks are not an automatic fail assuming the welds are from a pre-manufactured kit and the headlights height are within the specs. etc

An aftermarket exhaust system would be contestable to pass assuming the tail pipe exists in the correct location and if it's specifically design to fit the vehicle. This doesn't eliminate the aftermarket business, but people will need to be smart about what they do in advance.

Exactly the right attitude,Blakforest, remember when everyone was supposedly getting stopped by the MOE as soon as they left there garage(panic city) crackdowns have happened before. Here in town the police chief declared war on loud pipes. They were going to eliminate this scourge to our society. A few got tickets early by being jerks and the cops soon got tired of writing tickets they had no chance of winning. This is a change and we will have to figure a way thru it. The garages know if they come down hard on a few they will loose business to the garages that are reasonable. Its the way business works and what rodders have always put up with. We will be able to figure it out , its not the end of rodding as we know it. Ed
