car #1 is at a yield sign at the end of a street waiting on the cross traffic
car #3 is out on the main road waiting to turn left across the path of car #2 which is proceeding straight through the intersection after passing what appears to be a "watch for witches on brooms" sign ...
so the car with the right of way must be car #2 as it has the most important thing to be focused upon

Yes 2-3-1 is the right order ....#1 is last because he is on a side street and the other two vehicles are on the main drag ....turning guy has to wait for the straight through guy
BUT !!! .....we can ramp this up a bit given that there has been a hint of "possible moose " or whatever .
- Car 1 guy has just had a big argument with his wife because she caught him messing around with a hot neighbour
- Car 2 guy is texting
- Car 3 has his girlfriend beside him and she is rubbing his leg ...
