Where I live, no e tests are required...... It still refers back to your address. You cant have a Toronto residence and then come to the Service Ontario office here and get your transfer/plates without the e test paperwork. I guess if you had an address here, you could do it but if your insurance company finds out, there would be hell to pay with them too...Is it worth it?
A person can have more than one home. If you have more than one vehicle they could be regestered differently to each other. Your license could only match one of them. That can't be too uncommon.

A lot of people from the city do that, not just for the e test, but also so they can get cheaper insurance. The insurance companies check up quite a bit on that sort of stuff, so I hear.
I heard a discussion on the radio about this....As far as insurance companies are concerned, you can have 2 homes, but one is the primary residence....That is where your stuff is supposed to be registered from. Say you have a cottage up north, have your stuff registered up there but work in Toronto. If you have an accident down there, that is just the loophole they want to not pay.......Is it worth it?
Guy I know who lives not far from me has his vehicles registered in Sudbury!! to avoid the emm test & get cheaper ins. but he said he nearly "blew it " in a "ride" check once when the officer[Port Perry] asked "your a long way from home"- caught himself before he answered!!!
