Automatics are actually quite simple, and not difficult to rebuild or diagnose. Not sure where you're from, but I have a couple excellent books you could borrow that takes you step by step on how to do it. TH350 is one of the simpler transmissions to work on and anyone could do it.
If a 10-year old can do it, anyone can !! LOL

Is this the first time you have used the tranny? Is this in a new build? Will it shift if YOU do it manually? Does reverse and park work? These may seem like stupid questions, but the more we know, the less chance of getting wrong answers.

Here's what the handbook says what the probable causes for no shift out of 1 st gear.
-Governor malfunction
-Detent down-shift cable binding
-valve body malfunction (stuck valve)
-Intermediate clutch malfunction
-intermediate band
-leaks or blockage in case assembly
If this was a known working transmission, I would suspect the first 3 items in the list.
It will shift into reverse fine, all 3 forward are the same whether I start in first or drive. The down shift cable is not connected. Vacuum is hooked to full time manifold and seems like it has good suction at the end of the hose. Thanks for the input so far...
Just a real wild guess here, due to a very similar problem a guy i know had, they finally discovered there was an internal pressure leak due to a crack inside the case.
Pretty rare, and probably not the problem you have, just threw that out, (There was no sign of external leakage in this case.)

If the downshift cable is not connected, what position is it at? If it's at the wide open throttle position, it will delay the upshift. If the cable is missing from the transmission, possibly the throttle valve in the transmission is in the downshift position.
