Legal exhaust for Hemi Charger

A buddy of mine has an old (2007?) Dodge charger that was a cop car. Hemi powered. Can he install headers, a free flowing bigger exhaust, and a chip and retain all the factory smog controls and be legal on the street?

Cant see why not, as long as it has spots for the O2 sensors etc

 There is no "chip" to change.  A custom or "canned" tune can be flashed to the PCM though.

2007 Charger...old???   my how time flies.hmm

I don't see any problem as long as you leave the catalytic converter in place and all pollution control items on the car.
