Can anyone recommend a machine shop that can redrill the hubs of a Lincoln Mark VIII rear end to 4.5 bolt pattern and can also make and adapter for the calipers to fit a larger rotor?

Being a retired machinist I'm pretty sure any machineshop can do the re-pattern but you will pay by the hour. What is the current pattern and maybe a pic of the flange would help. You should put the area you are looking in to help us. As far as the bracket I have made many but not for street cars, too much liability, better off purchasing from a known source.

I use Darryl Chatterson in Brantford for anything that has to do with rear ends. Hes the best i have found and very reasonable

Hes done several rear ends for me. Shortening widening and redrilling hubs
