crate motors and emissions police

Hey guys, has anyone had issues with the smog police when they are running a crate motor? I was wondering if my effort of trying to build a pre 1970 sbc is worth it. I see the ads for gm crate motors with warrantees and they drop it right to your door. You just drop it in. Some voltage and fuel and you're off to the races, Well maybe the races once its broke in and not street races, at the track. Put that in incase someones a lawyer. Also other guys sell gm crate motors like edelbrock and I'm sure there are others. They say these are new blocks, does that mean it has a date code of say jan 2013. And if it does, would you require emissions control equipment for a 2013 vehicle? Just wondering if anyone knows.  Thanks  Dale

Crate motors are fine to run as is.
Seeing as a crate motor never had any emissions equipment it's not required unless the car you're putting it in had emissions equipment
Keep your receipt for the crate motor in your car
It's up to you to prove what it is.

I'm so amazed and sad that theres so much troubles with the MOE  especially in eastern Ont    

We never ever see emissions police in SouthWestern Ont...  

I sold a 69 car to a fellow from Windsor area, who worked for MOE    He said they have enough work with big trucks    He can't imagine bothering with a "few" old cars....

Give it time Carl, once they figure out how to do it, & grab more $$$$ don't think they won't!!!! Emission laws cover the whole Prov. even if your in area that doesn't have testing [YET] The "DYKE" will get you!!!!!!

Premier Winn may say to herself,"what! they aren't checking old cars in other parts of the province, Get some MOE officers down to London and blitz all car shows, show and shines and even antique car show fund raisers. Then send them to North Bay and north. We need more money!!"

so guys, I,m looking at possibly purchasing GM's 350 / 290hp crate motor without the intake, carb, dist etc. If I put my own on, is it still as wolfman said earlier in this thread? Just have my bill and I'm golden?

     Depends on what vehicle you put the motor in. If the car originally had emission controls the motor must meet the standards for that year and model. I  believe it was early 70s when the standards were established.  Pre 1970 you should be OK.

a little off note here, is anyone coming to stouffville on Sept 13 for stouffville motorfest auto show this year? they are expecting over 1000 vehicles, I will be there but my cars won't. if you see me come over and say hi, I would like to meet you all in person. oh ya, I'll be the good looking old fart using a walker or cane, most likely a walker. Hopefully the emissions cops won't be there. I don't think they have showed up in the past. but I wonder if they will be "undercover", watch for guys taking too much interest under the hoods of cars, maybe even making notes then checking plate numbers for a time when they see that car without so many people around. wouldn't put it past them.

I was at the Lindsay A&W cruise last night, saw a beautiful 63 or 64 Chevy II rag top, LS3 powered, 5 spd trans & on a full chassis, well done "high" dollar car, with tons of mods.& the more you looked the more you saw, BUT, not one piece of Emm. equipment on it!!!! Talked to owner, very nice fellow, & suggested that he "NOT" bring the car down to my area as he'd be "BUSTED" in a second if they saw this one coming!!! Some folks are still under the impression that it's the yr. of the car & not the yr. of engine!!!! "RUDE" awakening for some when they find out they [Gov.] changed the game, & 'forgot" to tell the public about the change???? Pete

    From what I have been able to find out about the Emission standards it is BOTH the year of the engine and/or the year of the car. They got you both ways. Put a newer engine that came with emission controls in a pre emission car and the engine must have the controls. If you put an older pre emission engine in a car that came with controls it must meet the standards. The got you.

That's why i'm looking for a pre 1970 engine for both my '61 suburban and '31 Model A. There's lots of them out there, but some are in rough shape. I went to look at one and actually asked the guy if he used it as a boat anchor. And he wanted money for it. The other end of the scope are guys who want so much for them its crazy. Well I'll keep looking.

Whether your car is a true hot rod or simply a modified vehicle, it has emissions requirements.

The full requirements are set out in the Environmental Protection Act, under the Motor Vehicle Regulation (Ontario Regulation 361/98).

The requirements depend on the car’s original model year:
• 1999 model year or older
• 2000 model year or newer

Definition of a hot rod

Under law, a hot rod is any car whose original motor has been replaced by a different type.

Type refers to the motor’s:
• manufacturer
• block size (displacement)
• use in the vehicle’s model and model year*

*Any motor that was available for that model and model year (for example, it may have come as an option) would not be a different type and, therefore, not qualify as a hot rod.

Original Car (1999 model year or older)

Motor replaced pre-1999

Requirements:
• Vehicle cannot operate if there are visible emissions for more than 15 seconds in any five-minute period
• For Drive Clean testing (if applicable), the vehicle is deemed to be a 1980 model year and must meet or exceed - the standards set for “1980 and earlier” model-year vehicles
• Catalytic converter and emission control equipment requirements do not apply to hot rods altered prior to January 1, 1999
• Without emissions control equipment functioning, the vehicle could fail the Drive Clean test

Motor replaced post January 1, 1999

Requirements:
• Vehicle cannot legally operate if there are visible emissions for more than 15 seconds in any 5-minute period
• For Drive Clean testing, the vehicle must meet or exceed what were the emissions standards of the original motor when all original emission control equipment was functioning.
• If there weren’t any standards established for the original motor, the vehicle is deemed to be a 1980 model - the standards listed for “1980 and earlier” model-year vehicles apply
• All emissions control equipment must be attached and functioning (equipment refers to what came with the replacement motor or be equivalent to what would have come with that motor)

Motor replaced anytime

Requirements:
• Vehicle cannot legally operate if there are visible emissions for more than 15 seconds in any 5-minute period
• For Drive Clean testing, the vehicle model year is the model year as designated by the manufacturer
• Vehicle must meet or exceed what were the emissions standards for the original motor when all original emission control equipment was functioning
• All emissions control equipment must be attached and functioning (equipment refers to what came with the replacement motor or be equivalent to what would have come with that motor)

Proof of motor replacement

The onus is on the hot rod owner to prove when the motor was replaced; otherwise, it will be deemed to have been done after January 1, 1999.

An original receipt for the installation/purchase of the replacement motor is an example of proof.

Understanding Emission Requirements for Hot Rods in
Regulation 361/98 under the Environmental Protection Act

You have a duty to maintain your vehicle’s emissions equipment according to the rules outlined here. Below are various situations that demonstrate these rules.

Q: In 1995 the owner of a 1935 Ford (no original emission components) installed a 1986 Chevy V8 motor (originally required multiple emission components). What are the emission requirements?

A: This vehicle must:

meet the visible emission standards
the catalytic converter requirements do not apply
the emission control equipment requirements do not apply
meet the emissions standards for 1980 and earlier model year vehicles if a provincial officer asks for a Drive Clean test.

Q: In 2001, the owner of a 1935 Ford (no original emission components) installed a 1986 Chevy V8 motor (originally required multiple emission components). What are the emission requirements?

A: This vehicle must:

have all emissions control equipment normally included with the replacement motor (2011), or its equivalent, attached and functioning. Since the crate motor did not come with any emission components, none are required.
meet or exceed the 2005 standards for that original motor if a provincial officer asks for a Drive Clean test. Although emissions control equipment is not required, without it, the car would likely fail the Drive Clean test.

Q: What are the emission requirements for a 1968 Chevy with the original engine?

A: This vehicle must:

meet the visible emission standards
meet the emission standards for the model year of the vehicle (1968). As there were none, the car must meet the emissions standards for 1980 and earlier model year vehicles if a provincial officer asks for a Drive Clean test
have all the original emissions control equipment, or its equivalent, attached and functioning.
FYI, this vehicle is not considered to be a “hot rod’ because it has the original engine for the make and model year. This is true even if it has other modifications.

Q: What are the emission requirements for a 2004 Honda with the original engine that has been modified with performance parts, (i.e., turbocharger, cold air intake, etc.)?

A: This vehicle must:

meet the visible emission standards
meet the emission standards for the model year of the vehicle (2004)
have all the original emissions control equipment, or its equivalent, attached and functioning.
FYI, even though this vehicle has been modified, it is not considered to be a “hot rod”. That’s because the modification to the engine (turbocharger) did not change the engine, which was available to buyers of that make and model year of vehicle.

I used to teach the emissions course from time to time to industry at Loyalist College . The law has changed very little but the enforcement has gone from reasonable to stupid. IE If you put a 1980 engine in anything then it must have 1980 emission equipment. Plain and simple. Does that really make sense ? No but expecting common sense from the government is like expecting money from a elephant at the zoo. In both cases you will be disappointed. Now I am going to step right into it. Wait till I steady myself so I can duck. Ok here goes. Why would anyone buy a crate engine? Any machine shop in Ontario could redo an older block for you with better performance for less money. And a carefuller job. Then the emission thing is not an issue because you can use a engine that suits your car, spend less , have more power and angst nicht.
They are certainly no bargin.

Ya, everyone, well not Everyone, but a lot of people keep saying, buy a crate and you're done. Because its never been in a car and was not designated for a particular car, it didn't come with emissions and doesn't need any. I'm not so sure, even when I go to the gm dealership parts counter and start asking questions about it they get ansi. Last time i was at a dealership trying to get answers and they had a nice shiny new crate motor on display, it had a small tag that was trying to hide, that said something like "not for highway use or for off-road use only". The parts guy was trying to leave for the day when I noticed that bit of info. just saying'. Anyway, I'm going old engine, 1964 in the suburban, close to proper year. proper displacement, only thing is I got it from a GMC suburban and they ran Pontiac engines in the GMC suburbans not Chevrolet.

sorry i should have mentioned my engine came from a US gmc suburban. although i don't think it makes any difference, my engine turns out to be a strato-flash 283 pontiac engine

Engines included I-6 and the small block V8s. Chevrolet used its 265 V8 engine, later evolving it to a 283-cubic-inch version. GMC based their V8 on a Pontiac design.

Can you show us a pic of this engine....A 283 is a Chevy engine...My 62 Canadian Pontiac had a 283 Chevy engine in it, although they called it a different name than Chevy used. They said Pontiac on the valve covers

If your truck was built in Oshawa, it would have had the Chevy engine

I worked at a Pontiac Buick Gmc dealer starting in 63. The V8 engines in cars , Strato Chief, Laurentian, Parisienne , etc. were Chev V8s with Pontiac Strato Chief Decals. The Gmc trucks used the same engines. In 67 Firebird used the US engine.

Emission Police were back in Port Perry today {tues.} on the start of the Causeway on 7A so no getting away in either direction. had a mid 70's Monte Carlo pulled over & driver, leaned up against his door, did not look like a "happy camper" with the hood up, & inspector's head in there!!! Don't know the car or driver so can't give an outcome!!!!

Has anyone signed the petition started by Steve Clark, MPP, Leeds-Grenville? I recently purchased a motor from a guy and he gave me a copy of the petition. I do not know Steve Clark, but apparently he is a long time car guy. The petition is to exempt vehicles 20 years old or older from Drive Clean Testing and any additional emissions requiremeents enforced by the MOE etc.
If anyone wants a copy of the petition, I could scan it and post it here if that is not against the rules for posts.

Steve Clark is on our side and needs our help. The more signatures we give him the better chance he has of being heard. We also all need to send copies to our local MPP's so they know what their voters want and hopefully will support Steve Clark.

That is the one. The Feds are in NY at the UN thing, harping on vehicle emissions, hopefully it only has to do with new vehicles. I agree with will, we need to let our MPP's know how we feel, after all, they are supposed to represent us. Spread the word and sign the petition. If you need more info, call Steve Clark, if he has a moment he is happy to talk about this issue; 613-342-9522, 1-800-267-4408 I believe those are his numbers.
