Ontario scraps fee for mandatory Drive Clean emissions tests on older vehicles

"Break" is intended to offset average of 4.3 cents more per litre of gasoline motorists will pay as the fight against climate change ramps up, says finance minister.

 

The good news: Ontario is scrapping its $30-fee for mandatory Drive Clean emissions tests on vehicles seven years and older, starting next year.2017 !!!!!!!!!!!!!!

The bad news: motorists still have to get the checkups and pay for any necessary repairs to meet the standards, keeping smog-causing pollutants out of the air and reducing greenhouse gas emissions.

Finance Minister Charles Sousa said the break is intended to make “everyday life easier” for citizens, who will also be forking out an average of 4.3 cents more per litre of gasoline as the fight against climate change ramps up.

The Drive Clean program, started in 1999 by the Mike Harris Progressive Conservative government, has long been a target of critics who called the testing a cash grab. That prompted a $5 reduction in the fee a couple of years ago.

Taxpayers will now be reimbursing garages for the tests — about two million are conducted annually at a cost of $60 million.

Conservative Leader Patrick Brown said getting rid of the fee is “a good start,” but it’s time to scrap the Drive Clean altogether.

 

Fuel costs will begin to rise when Ontario’s carbon-pricing regimen with Quebec and California takes effect "Next January", said Wynne.

 

 

DO YOU think they will WAIT until NEXT YEAR to increase gasoline 4.3 cents

T-riffic ...... so instead of forcing us to pay for DriveClean out of our own pockets, they will now pay the shops from our tax dollars, to the tune of $60 MILLION a year which means the gov't will be claiming a shortfall of AT THE VERY LEAST $60 million a year (plus whatever other millions they piss away) ...... and that shortfall WILL come in the form of some kind of tax/fee/charge that WILL end up coming directly from our pockets.

 

Scrapping DriveClean entirely, saves the tax payer money ....... continuing this nonsense by using some "creative accounting" so most of the general public will hopefully THINK they're saving money is completely .......... yeah, go ahead ..... you fill in the blank, I don't want to be banned from this site wink

Drive clean can't be scrapped because they are obligated to keep it until it runs it's course. If they scrap it now there would be legal backlash with the garages that invested in the testing equipment. I don't recall what that date is, but I think it will be gone in a year or two. Not charging for testing is just a band aid to try and keep both drivers and garages happy until the contract runs out. My gut feeling is when this tax grab is finally gone, we'll have yearly vehicle inspections to replace it. That, IMO, will be much worse and more inconvenient than the drive clean.

 It would be cheaper to reimburse the shops the cost of the equipment than continuing on with drive clean and using our tax dollars to fund it.

would have been cheeper if the shops hadda simply refused to buy the equipment and do the tests in the first place way back when

then the drive clean program would have been a dead horse at the starting gate

same goes for the new saftey inspections

Just let every one drive an unsafe piece of crap. Brakes are so over rated anyway........

i don't know about this one, "same goes for the new saftey inspections" . i don't agree with yearly's but when sold or bought, ok. in the old days there was a lot of stuff on the road both personal and commercial that shouldn't of been there.

Can see yrly. inspections if not a "full" blown safety, my friend in W. V. has yrly. inspection in that State, quick look on the hoist, for obvious leaks in brakes & axle seals, all lights, glass & tires etc. About 20 minutes & think he said $18 to $20 bucks BTW his daily driver plates are $35 & vintage plates are $10 & go for 5 yrs. before needing a renewal, can have a YOM plate on car with no sticker just have to have the "real" plate in the car!!!! YOM has to be registered to car. This type of inspection catches the JUNK that's out there, not waiting till it's sold like here, BUT the FIBS would likely go for "full Blown" one here to make more tax grab $$$

Does that mean any classic cars that are currently plated need to be inspected before renewal?

 Your 76 is good, I think 86 and older dont need testing.......It used to be 25 years, but they drew a line.

I'm assuming by "inspected" you're asking about a possible safety check and not an emission test.  As for an emission test, Poncho is correct, your car is old enough that it doesn't need one.  As for the safety test that dualquadpete spoke of, he's speaking of the "possibility" of required safety inspections in the future.  At present the only safety inspection (unless pulled over during a roadside "blitz") that is required is the standard "certification inspection" done when a vehicle changes ownership or where a present owner has a car that is titled as unplated.

 no what I'm saying is that if the average canadian actually grew a pair and refused to enable the "new" government programs those programs would fail

 

but no it's easier to whine and cry and pay the fees anyway

 

if 80-90 perc ent of the population walked out to the curb sat down and refused to do anything the government would be up the creek with no paddle , no boat and no water

 

and no tax dollars

it's called a generial strike

 

people need to move away from the me perspective and move on to the we perspective

Are you talking Etest or Certs. Any vehicle sold needs a Cert no matter the year. Etests only for 86-7 or newer nothing new there. I can't see how new Etest charges would change anything. Ed

All vehicles in W.V must have the yrly. safety insp to get the plates renewed. ! sticker goes on the left lower corner of windshield with date of expiry, issued by the DMV. This lets the Cops know right away whether your legal in that dept. No emission check there, run what you got, take it all off if you want, late model engines in older cars, Blowers, stacks, you name it, "GOOD to Go"

Had the yearly thing in Vancouver in the 70s. You went to the test station, they checked exhaust, front end, and then drove car ahead, and jammed on brakes on pads. The amount that each wheel helped stop car came up on screen. Then you got a pass/fail.

well here in the big smoke they not only plow your sidewalks and the ends of the driveways but they also come around every night to wash all the salt off your car so you have a nice clean drive to work in the morning .. nothin special really

I can't figure out why there are 2 classes of Ontarians?? The ones that get 'screwed" because of where they live in the Province, & the ones that don't have to abide by the rules because of where they live???? Either we all get 'screwed" or they drop these STUPID e testing & let us get on with it, BUT with Wynne can see her expanding it Province wide & cost us more $$$

 Its simple anything below that line you make money . Easy money. Anything above that line you loose money. Would you expect to have your pocket picked standing in the middle of a empty field . As far as dropping it goes That would mean that they admitted they were wrong when they revamped the test to OBD 2 instead of dropping it then . You have to remember we are all stupid.... anyway.... I always used the money I saved from them implementing the HST to pay for the test and think carbon tax is a good way to pay for the gas plant screw ups

 Well, we have "green taxes" for environmental things, so I think the appropriate name for the fools that voted Liberal should be called the "Brown Tax".
