 Yeah no kidding huh . Poncho..

The scary part and the part they should look out for as far as disclosure goes is this statement below!!:

 

Francoeur claimed that in order to fulfil their monthly quotas, police were told to ignore all but the most serious calls on some days, and instead focus on handing out fines.
The union has been silent since the new mayor made the announcement.
 
 
Who got to make those decision's?
Who got to play god?
Who got the buck passed on to them? via fire rescue whambalance?
Wonder how many wrongfull deaths took place well they ignored the calls to instead extort the people who's taxes go toward paying their salaries pension's etc.
When someone really needed the service they claim to provide?
 
Conflict of interest to say the least (althow could write a book) which brings the administration of any alleged justice in to dis repute.

I remember reading about Toronto Police having a quota system not too many years back (after they had denied for YEARS that such a system existed). 

As I recall, the way it worked (according to what I read) was that a Toronto cop could finish his shift early/go home once their quota was reached, BEFORE THE END OF THEIR SHIFT.  I couldn't believe it when I read it.

Potentially we were (still are???) paying the cops for a full 12hr shift and they could be done and home in 6 if they handed out enough tickets ... meaning NO LONGER READILY AVAILABLE IF AN EMERGENCY AROSE (unless you call them back and pay them time and a half ON TOP OF their regular pay).  Just another example of our tax dollars being spent in the best interest of the tax payer (yeah ... excuse me while I puke).

A cop told me once, that they didn't have a quota, so they could write as many as they wanted.

Deceit

For the purposes of section 4 (1) (c), a police officer commits the disciplinary default of deceit if

(a) the police officer makes or signs a false, misleading or inaccurate oral or written statement or entry in any official document or record, or

(b) the police officer, with intent to deceive, falsify or mislead,

[parklane he used deception in his words which is deceit.they are required to issue a min amount of tickets ,So of course he can write as many as he wants to meet his quota]

(i) destroys, mutilates or conceals all or any part of an official document or record, or

(ii) alters, erases or adds to any entry in an official document or record.

Discreditable conduct

5 For the purposes of section 4 (1) (a), a police officer commits the disciplinary default of discreditable conduct if

(a) the police officer, while on duty, acts in a disorderly manner or in a manner that is

(i) prejudicial to the maintenance of discipline in the municipal police department with which the police officer is employed, or

(ii) likely to discredit the reputation of the municipal police department with which the police officer is employed,

(b) the police officer's conduct, while on duty, is oppressive or abusive to any person,

(c) the police officer contravenes a provision of the Act, a regulation, rule or guideline made under the Act, or does not comply with a standing order of the municipal police department with which the police officer is employed,

(d) the police officer withholds or suppresses a complaint or report against any other officer,

(e) the police officer fails to report to an officer whose duty it is to receive the report, or to Crown counsel, any information or evidence, either for or against any prisoner or defendant, that is material to an alleged offence under an enactment of British Columbia or Canada, or

(f) the police officer suppresses, tampers with or fails to disclose to an investigating officer, or to the discipline authority of a respondent, information that is material to a proceeding or potential proceeding under Part 9 of the Act.
