Recently, I attempted to restore my moon caps using a Scotch Brite pad and it worked great.  The caps were never glossy like chrome and had some really bad scuffs and scratches but the pads took them out fine and left the caps almost as good as new.  The pads aren't as aggressive as sandpaper but with a little elbow grease they work just fine.
