Agree with Johnnybgood the first one does look a lot like a tool used years ago for castrating bulls.

This could be a fun interesting post if anyone else has any "Mystery" what is this tool?

I was thinking the first looks like something a blacksmith would use to punch a hole

First one looks like it would be used to remove the pit from some type of fruit (not Slim) but a real type of fruit (not Grumps) but maybe a peach or something.

Easy,
The first one is an adjustable depth ball gauge ("go, no-go gauge" as a friend calls them) and the second is a universal piano wire tensioner (usually they're either right or left handed but this one has the thumb screw at the top).

I'm sticking with piston ring groove cleaner on the second one. This guy was no piano tuner lol.

New guess...first one looks like some kind of compression tool. Thumb wheel slides over and through the slot in the bottom handle to keep it compressed. Im leaning toward the ring tool on the second one...

the top tool has a threaded stop to limit how much it presses on whatever you would have in it.  the second tool i doubt is a ring groove cleaner, look how far it is capable of opening, what piston ring groove would you clean?  a weed eater motors?

The first one is a "Dimpling Machine"

You would tighten the tool around the edge of a metal plate/shield etc, then heat up the metal. As the metal softens you would adjust the wheel little by little till you had just the right dimple effect.

The second one is a saddle rimmer. It's used to tighten the leather over a bare saddle and allow the stitching to be done without breaking needles.

The first one I'm thinking might have been used to grip leather or upolstry to be able to pull or stretch it without ripping it. Best guess.

The second one looks nothing like a piston groove cleaning tool. What are you guys on?

I have no idea what the first tool is but the second tool is definitely a piston ring groove cleaner. The V shape on the lower arm is where the tool fits into the ring groove and on the right side of the upper arm is the cutting blade that can be revolved to fit different thicknesses of ring grooves.

since you are way off on the piston ring cleaner, I'm questioning the "dimple machine". But damn it, that sounds like it might be it!

OK LOL you are not going to believe what it is. I googled "vintage ball ring pliers" and it was the last image on the page:

http://www.amazon.com/FootFitter-Bunion-Stretcher-Ball-Ring/dp/B000POHTOG

and the price just dropped drastically.
