Interesting mechanism, and it does appear from the label it has something to do with blind construction. Thanks for the neat posting.

          There is the chance that the label has nothing to do with the contraption. The wooden blocks are all replaceable and the last photo shows a curved slot on the left,and behind it the dark piece of wood has a vertical slot in it .This piece is hardwood.The plunger is hardwood,the rest is all softwood.

                                                                  Any other guesses?

If not blinds, possibly window shutters?
Who knows, could even be for installing those whale bones in womens corsets they had years ago. (Don't think they sell them anymore!! Lol)
