That's down in Durham, North Carolina.
There is a camera that guages the height and turns on the flashing yellow lights if the vehicle is too high.

this a notorious bridge that feasts on the roofs of cube vans and transports.  theres tons of webcam videos of this monster "feeding"

there is one on Talbot st. in London that is 3.3M or 10ft 9in. It is notorious for cleaning off van and truck roofs.
There are a lot of students in that area so it happens a lot. Years ago they put a large I beam on each side of it to protect the (train) bridge.
